Arqueta rota de la puerta para afuera de la casa

Estoy reformando la casa de mi abuela, al pedir que nos den de alta el agua nos dicen que tenemos que poner una arqueta sifónica en la entrada de la casa, pero antes de ponerla tiene que venir un técnico de emasesa para ver en que estado se encuentra la tubería de desagüe, abrimos el hueco para la arqueta, avisamos a emasesa y vienen con una cámara, la tubería, de la entrada donde se va a poner la arqueta sifónica hacia dentro de la casa esta perfecta, pero fuera, en la calle dicen que hay una arqueta que se ha desprendido y hay que arreglar, levantando acerado publico y parte de la carretera, mi pregunta es ¿a quién le corresponde arreglar dicha arqueta que esta en la calle y quien corre con los gastos?
