Traceroute

Amigos estoy en perú y no me funciona los traceroute sera que todo los ips que buco me envían ala misma dirección demi ISP telefoncia del perú alguien sabe si hay alguna forma de burlar esto ejm... Quiero ver la ciudad de donde salio el mensaje o de donde es el ip ya que este ipa es fijo y no dinámico ... Por que pasa esto aque se debe que telefónica o los traceroute no pueden acceder a mayor informaicon Gracias.
