Me parece q no hay manera de hacerlo por alli... tendrías q manejarlo a través del SELECT, es decir con UNION, de tal forma q tengas 3 columnas: MES, TIPO_MONTO, MONTO, supongamos q tu tabla debe ser algo asi: CORRELATIVO, PRESU_1, GASTA_1, PRESU_2, GASTA_2, ...etc o tambien CORRELATIVO, TIPO_MONTO, MONTO_1, MONTO_2, ...etc... tendrías q traducirlo a :
SELECT 1 MES,
'P' TIPO_MONTO,
PRESU_1 MONTO
FROM TABLA
UNION
SELECT 1 MES,
'G' TIPO_MONTO,
GASTA_1 MONTO
FROM TABLA
UNION
SELECT 2 MES,
'P' TIPO_MONTO,
PRESU_2 MONTO
FROM TABLA
UNION
SELECT 2 MES,
'G' TIPO_MONTO,
GASTA_2 MONTO
FROM TABLA
o
SELECT 1 MES,

luego en el gráfico:
Categoría: MES
Valores: MONTO
